Fall 2025 – Gulf Shores, AL

The Fall 2025 Meeting was held September 30th to October 2nd at the Lodge at Gulf Shores State Park in Gulf Shores, Alabama. The meeting was well attended and included several guest speakers. Representatives from AIPSO, Alabama, and Oklahoma presented during the meeting.

AIPSO – A representative from AIPSO provided an overview of the Residual Market Plans which included their purpose, historical and current volume trends, and challenges. Also included was an explanation of AIPSO’s role and support within this space.

Alabama – Alabama provided updates on their uninsured motorist prevention program that is managed by the University of Alabama. They currently average 800,000 verification requests which are handled at the county level.  After the registration renewal or reinstatement, the county will check for insurance for up to seven days to ensure it was not cancelled after the registration event.

Oklahoma

Oklahoma provided updates on their Uninsured Vehicle Enforcement Diversion (UVED) Program. There is an uptick in the number of ignored notices, this is due to camera saturation (only 83 statewide), prosecution hesitancy and text scams.  However, UVED is making a difference, there are currently 43,139 program enrollees in two-year program, 137,822 enrollees over the life of the program and 232,916 on the hotlist.  The hotlist is down by 26% since the beginning of the program in 2019. 

Other key state updates include:

  • Indiana

Indiana’s insurance verification bill included language to implement a Real Time Insurance Verification Advisory Board, with insurer representatives recommended by IICMVA.  Through solicitation to membership, we received volunteers from AAA, Progressive, and State Farm.  The board appointment will begin 12/31/2025 and remain in effect through 12/31/2027.  It appears work is underway for the Indiana insurance verification system.

  • Georgia

Senate bill SB121pertaining to Rule 375 was passed requiring increased lability limits for DUIs.  The bill also included requirements to have the liability limits listed on the SR22 form.

  • Missouri, Kansas, and Kentucky

MV Solutions shared timelines for implementations of these three states.  They will all follow the IICMVA model and consistent data format as other states. 

Missouri – The website and user guide is available.   The deadline to switch to production is 3/16/2026.

 Kansas – The website and user guide was available on 10/30/2025.  The deadline to switch to production will be in April 2026.

 Kentucky – The website and user guide is scheduled to be available on 12/1/2025.  The deadline to switch to production will be 6/1/2026.  The plan at this time will be to sunset the current reporting around the same time, but details will be provided prior to the sunset of the legacy reporting as the state becomes ready.

  • North Carolina

North Carolina passed omnibus bill HB737.  As part of that bill, insurers will need to begin reporting insurance when a driver is subject to an inexperienced operator premium surcharge pursuant to G.S. 58-36-65(k).   The state has not provided requirements for the reporting but welcomes any thoughts from the industry.
