Spring 2026 – Clearwater Beach, FL (April 29 – May 1)
The Spring 2026 Meeting was held April 29th to May 1st at the Hyatt Regency in Clearwater Beach, Florida. The meeting was well attended and included guest speakers from Florida Highway Safety & Motor Vehicles and the Pennsylvania Department of Transportation.
Salvage Title Workgroup
The Salvage Title Workgroup provided an update. They have met twice and have begun productive conversations about salvage title issues. Members interested in participating in these conversations can reach out to the IICMVA Board.
Financial Responsibility Filing Taskforce
An update was provided on the progress to revamp the Financial Responsibility Programs &
Procedures Guide. Version two of the IICMVA SR-22 Guide has been published and is now available on the Members’ Portal. Changes include the addition of SR-22 information for Alaska, Minnesota, and Missouri along with updates to Georgia, Ohio, Virginia, and Wisconsin.
OLV Workgroup
An update was provided on pressing issues discussed by the OLV Workgroup. In addition to the state-specific discussions outlined below, other issues included:
- Reduction of TLS certificate lifetimes impacting online verification
- Non-governmental entities’ use of OLV (i.e., auto dealers, towing companies)
- Data retention periods for insurance carriers and departments
- Cross state insurance verification
- Insurance verification for drivers
Guest Speakers
Florida
The Florida representative introduced their new program manager. He then provided an update on 2024 legislation, HB 215, pertaining to risk retention groups. The majority have been established for commercial vehicles with 20 groups now operating in Florida.
He then shared the following reminders for financial responsibility reporting:
- Importance of timely and accurate reporting with hurricane season approaching
- Importance of timely review and response to error reports
Pennsylvania
A representative from Pennsylvania Department of Transportation, Bureau of Motor Vehicles, presented information regarding passage of Act 3 of 2026. This act allows for online insurance verification and includes ability for law enforcement and courts to access information. It will eliminate current cancellation reporting requirements. The effective date for OLV implementation is August of 2027.
Other Key State Updates
Alabama
Alabama is soliciting feedback from the industry regarding the reduction of TLS certificate lifetimes. The state has been using the TLS certificate as a means of facilitating client certificate authentication with insurer OLVs. The current certificate renewal period that takes place annually in the fall will no longer be a viable option based on the reduced lifespan. CAPS would prefer to move to a self-signed/internal CA-issued certificate with a longer lifespan but needs feedback from insurance carriers on the feasibility and business requirements.
California
California made financial responsibility updates that are effective immediately. Out-of-state or out-of-country insurance documents are no longer accepted for any California-registered vehicles. The information provided by the state indicates that VIN or Commercial/Fleet insurance cards may state “Fleet” in lieu of the “VIN ONLY” if insurance status has been electronically updated with the Department of Motor Vehicles.
Delaware
The implementation timeline for Delaware reporting changes has been communicated. FR4 cancellation reporting will be discontinued after implementation of the IVS system. MVSolutions will provide notification when legacy reporting can be discontinued. If individual companies need additional implementation time, they should send an email to the Delaware Help Desk. Extensions will be made on a case-by-case basis.
Hawaii
SB726 has been introduced to implement transactional reporting.
Idaho
State passed legislation in 2025 authorizing tow truck drivers to access OLV system. Response will return as confirmed or unconfirmed. If confirmed, they will be provided with NAIC insurance company name and policy number.
Indiana
The Indiana Advisory Committee has started meeting regarding the new state reporting implementation. The RFP process has been initiated with the intent of completing it by the end of the year. Indiana has indicated it would like to be able to confirm coverage for drivers which led to discussion by the membership.
Iowa
Iowa is completing a system modernization. They will be updating their connection points and converting them into a JSON format for batch reporting of SR-22 filings.
Kansas
Implementation of the IICMVA model in Kansas was complete as of April 30th, the go-live date. State does intend to sunset Legacy system at some point in the future. MV Solutions will advise when carriers can discontinue Legacy reporting. Letter campaign is anticipated to begin at the end of the year or first quarter of 2027.
Kentucky
Implementation of the IICMVA model in Kentucky is underway with a July 1st deadline for carriers to begin testing and an October 1st production deadline. There may be a dual reporting period, and more information will be shared when carriers can discontinue Legacy reporting. Additionally, commercial carriers will have the option to continue reporting under the existing system or move to BOB/OLV. A new guide will be published soon to reflect options for commercial reporting. Notifications to customers are anticipated to begin in January of 2027. The IVS portal will be utilized for insurance compliance, but the customer will have to provide proof of non-insurance compliance to their county.
Louisiana
HCR66 was signed during the 2025 session requesting the office of motor vehicles and the Louisiana State Police to study the feasibility and potential methods of enforcing out-of-state vehicle compliance with Louisiana’s mandatory vehicle insurance law. Members discussed implications and thoughts regarding this resolution.
Additionally, the state is changing their file transfer configuration to update security protocols and has awarded a contract to Champs. There are no formatting changes, but it will require testing for new connections.
Michigan
The state is currently working on FTS MOVEit updates.
Missouri
The new IICMVA system moved into production in March. The legacy reporting system will be sunset, and carriers will be notified when they can discontinue use. Missouri will be implementing a letter campaign with a diversion program. In addition, the state is currently modernizing DMV systems with the assistance of Fast Enterprises.
Nebraska
LB 972 has been signed by the governor mandating electronic filing of SR-22s effective 7/1/2027. The state is also modernizing their system which will include batch and single submit SR-22 options that do not charge a fee. The state has indicated that carriers can continue to file through Tyler Technologies portal for a fee.
Nevada
The state is currently testing to discontinue Nevada Live OLV along with the required forms. MVSolutions will notify carriers when they can discontinue legacy reporting. Additionally, the state has contracted with Salesforce to modernize DMV systems.
New Jersey
SB1805/A4360 has been introduced to replace current verification system with the IICMVA model. The bill would authorize the use of a third-party vendor.
New York
The new OLV system will replace IIES effective December 3, 2028. Fast Enterprises has been selected as the state’s vendor to develop the new solution. The OLV bill was generic in nature. Most details will be developed through the rules and regulation process, which are open for public comment. It will be important for IICMVA to partner with APCIA, NAMIC, and NYIA to provide feedback with detailed explanation on proposed rules and regulations. The Fall 2027 meeting will be held in New York City and the Deputy DMV Commissioner is scheduled to be in attendance.
North Carolina
The inexperienced operator reporting requirements were discussed in detail. Carriers still have a few technical requirement questions that have not been addressed. The IICMVA chairperson will reach out to the state to try to schedule a meeting where questions can be discussed with the membership. Additionally, the state has completed the RFP process and selected a vendor for their motor vehicle system modernization.
Ohio
HB678 has been submitted to implement an insurance verification system that would be based “in whole or in part” on the IICMVA model. It has been introduced by the Independent Agents Association based on the negative impacts of uninsured motorists.
Tennessee
Recent discussions centered on concerns with uninsured motorist rates in Tennessee. SB 1667 and HB1690 were passed and will change the submission timing of the BOB file to weekly with OLV still optional. Legislation is also increasing fines for no insurance and introducing “no pay, no play” aspects.
Texas
Texas completed an RFP process for state reporting vendor which closed 18 months ago. No announcement has been made yet to the vendor selection.
Washington
SB8564 has been reintroduced to implement an online verification system. This is the same bill introduced a couple of years ago.
West Virginia
HB178 was passed in a previous session authorizing auto dealer access to insurance verification system but nothing has been implemented yet.
