Spring 2025 – Kansas City, MO

The Spring 2025 Meeting was held April 9th – 11th in the Power & Light District in Kansas City, MO. This was a packed meeting with several speakers and a lot of information shared with attendees.  Representatives from Kansas, Maryland, Missouri, and the National Association of Insurance Commissioners (NAIC) presented during the meeting.  In addition, we had Kyle Schulze, the Deaf Ninja, provide a motivational discussion with the group.  Key updates included: 

Kansas Department of Insurance – Kansas shared SB42 has been signed by the governor on April 4, 2025.  This implements a real-time insurance verification system that will closely follow the IICMVA model.  The effective date of the new system is July 1, 2026.  The KS DOI thanked IICMVA for the support provided during their journey to get the Bill drafted and approved. 

Maryland Department of Transportation – Maryland shared the following information: 

  • HB229/SB254 passed and signed into law by the Governor.  The following changes were made with this legislation, effective 1/1/2025: 
  • FR-13 process discontinued 
  • Replaced transactional reporting with Book of Business 
  • Mandatory OLV participation for MD authorized insurers 
  • Since 1/1/2025, the following enhancements have also been made: 
  • An OLV inquiry is made prior to opening a lapse case 
  • Policies with an FR-19 (manual verification) are exempted from the sanction process for 30 days 
  • Owner validation is no longer completed on VIN specific insurance policies, this has reduced errors by almost 98% 
  • An annual insurance company contact review will be established and implemented 

 

It was also shared that the current Division Manager has accepted a new opportunity.  The group expressed gratitude for the support provided by MDOT MVA and wished the Division Manager the best in his new opportunities. 

Missouri Department of Motor Vehicles – They reminded us that SB398 passed in 2023, that will implement an uninsured motorist program. The new program will be implemented with other modernization efforts for driver services and registration, and will include:  

  • Proactive insurance verification combined with real-time insurance verification 
  • Continue compliance monitoring to ensure motorists keep insurance through their registration period 
  • Missouri state highway patrol and law enforcement agencies obtaining real-time insurance verification during traffic stops 
  • Development of a pretrial diversion program, which will be unique in nature but similar to Oklahoma’s program 

 NAIC – Information about the history and governance of the NAIC was provided to the group.  In addition, the following were discussed: 

  • The Committee System  
  • NAIC Proceedings 
  • How the NAIC staff is comprised  
  • NAIC Revenue & Budget process 

Kyle Schulze, The Deaf Ninja 

Kyle is a deaf athlete that competes on NBC’s American Ninja Warrior ®. In Kyle’s presentation, he discussed his journey through Ninja Warrior, overcoming injury and how deafness shaped his professional drive.  Throughout the discussion, Kyle shared his philosophies as an athlete and student and related them to the business and professional environments.  Key topics included: 

  • Using an athlete’s mindset to establish vision, goals and focus  
  • Balancing priorities and competing interests 
  • Responding to and learning from setbacks to improve future results 
  • Managing pressures to create clarity 
  • Overcoming limitations 
  • Leveraging unique strengths 

Other key state updates include: 

  • Arizona – The state is considering adding an indicator in the BOB file to indicate historic type vehicles.  Information will be shared if changes are required. 
  • Connecticut – Reporting for commercial vehicles is required, with no restriction on GVW. The state uses this information to verify insurance on motor carrier vehicles.  OLV is used for all commercial vehicles. 
  • Georgia – An update from HB409, which was effective 7/1/2024, was shared with the group.  The state requires each insurer to have an address added to their GEICS account.  Details on how to complete this were sent to IICMVA membership. 
  • Indiana – HB1390, which implements an OLV system, has been sent to the appropriations committee.  An advisory committee would be established to assist with the implementation of the OLV system. 
  • Kentucky – HB390 has passed, which will implement an OLV system effective 1/1/2027.  In addition, this requires commercial insurance ID cards to include either “Commercial” or “Fleet”.  An advisory committee will be established to assist with the implementation. SB63 also passed which requires special use vehicles that are registered for road use must also be insured for road use. 
  • Louisiana –Has sunset the daily transactional reporting.  MV Solutions provides a full suite of services, identifying termination and lapses and notifying Louisiana OMV by transmitting the information via a flat file.  The state uses BOB and OLV before any letters are sent to customers.  If insurance information is identified after the letter is sent, the state will search for the dates and will clear the suspension automatically.  A web portal will be implemented at some point, it is currently being tested with the state. 
  • New York – A4404 has been introduced by the assembly to establish OLV.  This was previously introduced, and passed by the Senate, but hasn’t yet passed through the Assembly.    There are new sponsors in both the Senate and Assembly. 
  • Nevada – Is in the process of doing a system modernization.  They are currently testing to sunset the event-based verification system, which includes the insurance verification request letters sent to carriers.  They are also exploring a web portal for manual reporting. 
  • North Carolina – Dual reporting is ongoing.  The IICMVA model was added on top of the legacy transactional reporting.  There’s no movement for sunsetting existing transactional reporting. 
  • Pennsylvania – HB710 will replace the current insurance reporting with BOB and OLV.  There is no status update at this time. 
  • Tennessee – HB0864 has been introduced to make both BOB and OLV mandatory.  This has passed the House Transportation Subcommittee. 
  • Wyoming – Electronic SR-22 and SR-26 filings will be mandated effective 8/25/2025; the current AAMVA process will transition.  This will occur with other modernization efforts within the state and will be a flat file transfer.  The same platform from Arizona will be used.
